How to Add a Bundled Receipt

Form 3L is filed by authorized committees of federal candidates, political party committees and Leadership PACs (collectively “reporting committees”) that receive certain bundled contributions from lobbyists/registrants and lobbyist/registrant PACs. If you are not sure if your committee needs to file this report, please contact your FEC analyst. This help file will take you through adding a receipt to show up on the Form 3L.  

 
The form 3L is a report showing lobbyists/registrants and lobbyist/registrant PACs. This is not a report of the individual contributions that make up the entire bundled receipt.
 
To clarify -- Joe Lobbyist fundraises $22,000 for our campaign. The Form 3 and Form 3x will show the individual contributions that made up that $22,000. However, the Form 3L simply attributes that amount of fundraising to Joe Lobbyist so only his name and the amount he raised for the campaign will show on the report.
 
For the purposes of this help file, we will use Joe Lobbyist as an example.
 
To add a bundled receipt: 
  1. Go to Records > Name Search
  2. Search for the name of the lobbyist (registrant, or lobbyist/registrant PAC).
    • In our example, we search for Joe Lobbyist
  3. Double-click and bring up the lobbyists master record.
  4. Double-click on the Contribution subfile.
  5. Add a new contribution by click on the  icon.
  6. Type in the Date of the receipt.
    • In our example, we put in 11/10/2009
  7. Type the Amount of the total bundled receipt.
    • In our example, we put $22,000.
  8. Select the correct election cycle in the Period field.  
  9. In the Type area, click on the box to bring up a list of contribution types.
  10. Select Bundled.
  11. Click on the Save icon at the top of the screen.

We have now added a bundled receipt! 

We also recommend adding a separate bank account for bundled receipts. This will prevent them from showing inadvertently on reports or lists of total transactions that you may pull at a later date.

Remember that this is for your lobbyist only. You should still put in your earmarked contributions on the individual contributor records in order for those transactions to show up on the Form 3/Form 3X.
